The last game we made that used a strict tile system was actually CSTW. I still use tile methods to make things go faster, but indeed, this game doesn’t rely as much on tiling methods. There’s a lot more going on but I’d probably have to write a whole post to explain it!
And while I don’t start with a sketch, I generally start with concepts/ideas and figure out a color scheme, from there I build the ground and start making buildings (or for interior maps, the walls). Once the basic walls or buildings are done I make a general layout and basically build and polish from there.

I’m guessing you are not using tiles for the new game? Do you sketch out the whole map before you start building it? Any chance of an inside look into your map making process?
